What Went Down In Front of Conn’s Earlier?

Earlier, while taking a lunch break, my coworker and I drove by Conn's in Lufkin. As we drove past, this is what we saw:

Now, call me crazy, but this seems to be a little more than your average traffic stop. There were, as you can see, multiple Lufkin Police Department vehicles, as well as a DPS trooper vehicle.

I realize that the picture doesn't do it much justice, but I was trying to snap a pic before we had driven past.

My question now is: What went down there? I mean, was it a high-speed chase? Was there a warrant for this driver? Maybe the vehicle had been reported stolen previously? There's a lot of speculations that can be made about the whole situation.
