Prissy Weatherman has Hissy-Fit on Camera [VIDEO]

If there is one thing I can always promise you, it's that I'll always give you a weather update without any spaz-outs or hissy-fits.  I've always said that Los Angeles is not on the top of my list of places I would like to live, and it's because of the people.  Here's an example of one.
